I haven't seen anyone comment on something that happened in last night's HB 3 vote - something that will prove to be really important for Democrats in the 80th and beyond.

As most (if not all) of you know, the Senate operates under the two-thirds rule, requiring 21 of 31 members to vote to suspend the rules in order to bring a bill up for discussion on the floor. Last night, all it took was Jackson to vote with the 10 [true] Ds in order for HB 3 to be stalled, albeit only momentarily. And as we all know, he eventually sandaled - big surprise.

The 10 Ds, however, remained firm. They remained firm despite a few being taken back to Perry's office over the course of the 6-hour recess, where they likely received a nasty combination of promises and pressure. In past sessions, a few Ds would have probably dropped off. But the fact that the 10 stood together and required leadership to put the screws on Jackson is promising for the 80th, especially with Uresti replacing Madla. The Ds will have their 11 votes then. Here's to hoping they can maintain their unity in 2007.

Go Dems! I was hoping none of them would "sandal"...I think this could be the start of a new backbone for the Texas Democratic Party at the Capitol.

prediction: Patrick spreads his vitriol enough to convince Dewhurst to just do away with the rule since Uresti and the other Ds will be "obstructing the will of the majority." I don't see this working out in the long run . . .

This may be wishful thinking, but I don't think so. The Dew has said it's there to stay, despite the Patrick-mob pressure. I don't think Patrick's actual presence there will make any difference, the little charmer. The will of the body is for Mr. Patrick to shut-the-hell up on this issue and I think that is the way it will stay. Unless there's another round of redistricting, that is.

There is a contingent that is ready to get rid of it right now. If they can't pass a property tax cut bill, again, then I think it gets momentum.
