Mr. Kot-ter and Gov. Perry

So Perry doesn't have the great Gabe Kaplan do . . . it is somewhat comparable. On that note, we were passed on an article from Capitol Inside about how Perry has a backup plan if his special session accomplishes nothing. From their story (which you have to be a member to read):

The governor vetoed the entire Texas Education Agency budget on Saturday as a tactic designed to spur state legislators into forging a compromise school finance plan in a special session that he called to begin this week. Perry characterized the veto as a bold step that was needed to ensure sufficient funding for teacher salaries, textbooks, technology and reforms and the redistribution of $2 billion that had been reserved for public education in the school plan that failed in the closing days of the regular session last month. The veto appeared to be a daring move that would force lawmakers to find a solution on an issue that's eluded them or face the politically disastrous consequences that would come when public schools failed to open this fall.

. . . the governor so far has not vetoed the budget execution rider that gives him and legislative leaders the ability to redistribute funds that have been vetoed through their budget execution powers. Perry has until midnight to veto additional bills or line-items within the appropriations bill.

So hope you weren't faked out by Senor Goodhair . . . this goes to further our opinion that Perry made his announcement basically to take the headlines from Strayhorn.
